In order to provide the best possible services to all children and young people, it is vital that Local Authorities and their partners know how they are performing against the Every Child Matters framework and the associated national Joint Area Review (JAR) & Annual Performance Assessment (APA) inspection framework.

Tricostar Children’s Services Evaluation System (TCSE) gives Local Authorities an easy to use tool to objectively self-evaluate their performance and offer the best possible services to children and young people.

Based on the JAR and APA inspection framework, TCSE is a hosted, browser-based service that is accessible, via secure access, from any PC.

By allowing input from all council and agency staff working within Children Services, TCSE forms a central part of the on-going self-evaluation process that is liked directly to the JAR key judgements and performance data.
